<p><P>PROBLEM TO BE SOLVED: To provide a communication system for performing charging in accordance with communication quality that is actually provided in a QoS (quality of service) guaranteed service. <P>SOLUTION: The radio system is provided with radio mobile station 7 and 8, a radio base station 4, a packet controller 3, a node device 2 and an accounting server 5 to perform accounting corresponding to actual communication quality of a user. Any of the radio base stations, the packet controller and the node device is provided with a storing part that stores guaranteed communication quality, providable communication quality and accounting information. Any of the radio base station, the packet controller and the node device is provided with a control part for actually measuring communication quality, and transmitting a message when applied accounting is different from accounting for actually measured communication quality.
