PROBLEM TO BE SOLVED: To prevent restriction of a rope by a rope brake system caused by power failure even when the power failure continues for a long time. SOLUTION: When power failure occurs, a regulating member 9a of a regulation device 9 is moved to a regulating position, the power supply is shut off by the regulating member 9a moved to the regulating position to regulate the operation of a holding device 8 to be operated to restrict a main rope 3 by a brake device 7, and the regulating member 9a moved to the regulating position is held at the regulating position without supplying the power. Restriction of the main rope 3 by a rope brake system 100 caused by the power failure can be prevented thereby, and restriction of the main rope 3 by the rope brake system 100 caused by the power failure can be prevented even when the power failure continues for a long time.
