PROBLEM TO BE SOLVED: To facilitate handling work of a cold insulation and cooling device particularly during nonuse, and to facilitate taking in and out work of an object to be housed with respect to an internal space of a cold insulation container provided in the cold insulation and cooling device. SOLUTION: The cold insulation and cooling device 1 is provided with the cold insulation container 13 capable of housing the object 11 to be housed in the internal space 12, and a cooling apparatus 14 attached to the cold insulation container 13 and cooling the internal space 12 of the cold insulation container 13.
