PROBLEM TO BE SOLVED: To provide an electromagnetic actuator in which a resin mold layer is prevented from cracking to produce foreign matters as much as possible, and to provide a process for producing an electromagnet. SOLUTION: An inlet valve comprises an electromagnet 13a having a solenoid 31 and a core 32, and an armature 14 being displaced by electromagnetic force of the electromagnet 13a. The solenoid 31 is arranged in a groove 34 formed in the core 32 through a gap to the inner wall 35 of the groove 34. A resin mold layer 40 is formed between the solenoid 31 and the core 32 in the groove 34. The resin mold layer 40 is formed such that the brittleness is lowered at a portion opposing the armature 14.
