<p><P>PROBLEM TO BE SOLVED: To provide a motion vector retrieving device and its retrieving program for detecting optimum motion vector, even for a moving image of interlaced type. <P>SOLUTION: In a moving vector retrieving process, a position of a block image is searched which has the highest correlation with a block image of a current frame as an object of compression.
