<p><P>PROBLEM TO BE SOLVED: To provide a technology of efficiently applying progressive decoding to codes formed in a coding direction and configured in the unit of the image quality and displaying the decoded codes. <P>SOLUTION: For example, in the case of LRCP progression codes in the JPEG 2000, the independence in the unit of layers (in the unit of the image quality) is discriminated from a SPcod parameter of a COD marker of a main header of the code (step 302). When the settings indicate that code termination processing and context probability are reset, the presence of the independence is discriminated and a processing block 304 executes decode processing.
