PROBLEM TO BE SOLVED: To provide a control valve capable of making stable action of a valve element 14 and enhancement of processability compatible. SOLUTION: The valve element 14 capable of selectively closing any one of a high pressure port 17 and a low pressure port 18 is provided on a back pressure control part for controlling a back pressure of a needle 4. An upper seat part 14a seating on an upper end surface (valve seat 20) of a valve chamber 13 when the low pressure port 18 is closed is provided on the valve element 14 and a recession part 36 is formed on an inner peripheral side of the upper seat part 14a, thereby, a seat inner diameter D4 of the upper seat 14a is defined. The seat inner diameter D4 is an important dimension for stability of valve element opening force and after the seat inner diameter D4 is formed by forming an outer peripheral side wall surface of the recession part 36 relative to a seat surface at a right angle, even if the seat surface is polished, the seat inner diameter D4 is not varied.
