The device has a setting sleeve (2) sliding on an end of an operation strap (1) in the form of a flat conveyor belt. The sleeve is hooked in a support (3) connected to a gin pole. A clamping screw avoids the clearance of the strap. The sleeve is corrugated transversally to the width of the strap. The sleeve is applied through its frontal side against a bearing surface of the support.
