The device has a riser pipe (1) anchored vertically in the sea bed (F) and connected to a production well by submarine pipelines (6, 8). A riser (9) is disposed in the riser pipe and connected to the well and to a floating production structure (11). A pumping set (12) is disposed in the extreme lower part of the riser pipe to assist the rising of effluent.
