The device has an electric current generator (21), and a set of electrodes (9) connected to respective terminals of the generator. An injection needle injecting an active material (36) into tissues (50) is centered between electrodes. The electrodes include a catheter that pierces openings to allow contact between the needle and the tissues and that covers an electrically conducting surface connected to the terminal of the generator. An independent claim is also included for a process implemented in an active material delivering device for improving penetration of molecules of in vivo active material into cells of human or animal tissues.
