PROBLEM TO BE SOLVED: To provide a hair retainer, integrating a hair treatment agent of a quantity required for hair treatment with a sheet to surely retain the hair treatment agent without leakage, uniformly supplying an enough quantity of hair treatment agent to the bunch of hair wound up, applying the hair treatment agent only to part of the hair to be treated without applying the agent to the part not to be treated with the hair treatment agent, preventing clothes from being stained with the hair treatment agent, and again inserting the hair and a hair treatment method using the hair retainer. SOLUTION: This hair retainer 1 is composed of one or two or more hair retaining sheets 3A, 3B retaining the bunch of hair in a predetermined shape, and a plurality of agent enclosing parts 2 in which the hair treatment agent 6 is enclosed are disposed on one surface of at least one hair retaining sheet 3A. In the hair retainer 1, a flat cylindrical body 1A is formed of the hair retaining sheets 3A, 3B, and a void part 12 in which the bunch of hair can be inserted is formed in the interior of the flat cylindrical body 1A.
