PROBLEM TO BE SOLVED: To provide an image illuminating mechanism in which flare light caused in a first carriage section is reduced, and to provide an image reader and an image forming apparatus. SOLUTION: The image illuminating mechanism 3 is mounted in the image reader that reads images such that images on a document surface are imaged by a line sensor via an imaging lens. In the image illuminating mechanism 3, flare light is reduced by using a black steel plate as a base 9 on which an exposure lamp 1 for illuminating a document surface is mounted.
