An information processing device installed in an operator (e.g. 6A) connected to a portable terminal (18) through a communication line and connected to selectable operators (6B, 6C) in a roamed region of the portable terminal is provided. The information processing device has databases (30A, 30B) where operator information is stored and an information distributing sections (control sections (28A, 28B)) for reading, on receiving specification of a roamed region form the portable terminal the operator information on the operator having a service area in the specified region from a database and distributing it to the portable terminal. The portable terminal has storage sections (an SIMCARD (20), a memory (54), a data storage section (84)) where the operator information is stored, and an information processing section (CPU (52)) which receives the operator information on the operator having a service area in the specified region by specifying a roamed region.
