PROBLEM TO BE SOLVED: To provide a toner supply roller capable of uniformly supplying toner (developer) stored inside a hopper on the surface of a developing roller, without uneveness in an image forming apparatus, such as copying machines, printers and facsimile machines, and to provide a method capable of manufacturing the roller. SOLUTION: In the method for manufacturing toner supply roller, urethane resin foaming raw material is injected into a molding die, is heated, hardened and foamed, is released from the die and thereafter, is post-cured at 23°C to form a urethane foamed body layer of the toner supply roller, where the urethane foamed body layer is crushed during post-aging; and thereby, the hardness of the urethane foamed body layer immediately after the crushing is set to 30 to 70% of the hardness, upon the completion of post-curing.
