PROBLEM TO BE SOLVED: To reduce a prediction error by avoiding employing a signal having a large error component at a block border part as a reference signal for overlap block base movement compensation.

SOLUTION: A moving vector is calculated by movement estimation from a signal of a block to be encoded and the reference signal (S1), a support area of a window function for the overlap block base movement compensation is determined according to the position of the reference signal indicated by the moving vector (S2), and the window function is determined according to the size of the support area (S3). Respective window functions are applied to reference signals overlapping with each other between adjacent blocks as to the determined support area to perform inter-frame prediction based upon the overlap block base movement compensation (S4).
