PROBLEM TO BE SOLVED: To provide a data encode processing apparatus for producing protected compressed encoded data that represent a protected media signal. SOLUTION: The apparatus comprises an compression encoder 120 for producing the compressed encoded data after performing compression encoding of a supplied video signal and for reducing the data quantity to be communicated after the compression, and a verification device 130 for transmitting a compressed video signal and verification data to a receiving device, after producing the verification data and embedding it into the compressed video signal. The verification device 130 comprises a verification data producing unit 140 for producing the verification data from compressed video data, and a re-encoding device 150 for producing protected compressed video data, including the compressed video data and the verification data, and for supplying to the receiving device.
