PROBLEM TO BE SOLVED: To provide a file transfer method reducing a time taken in program transfer to improve operational convenience. SOLUTION: A program package file 50 is newly introduced to unitarily manage a version of a program used in each of a plurality of function modules of a gateway device 1. That is, a creation date, a size, and a version number of each of an A program, a B program, and a control part program used in each of a subscriber line interface 11, a subscriber line interface 12, and a control part 16 are recorded in the program package file 50. When performing file transfer to the gateway device 1 from a network monitor ME, the program package file 50 is first referred to, to check the version of each program, and only the program having a different version (i.e., a new version) of them is transferred.
