PROBLEM TO BE SOLVED: To download a control program to a program RAM that is an internal storage device inside a control LSI of a USB controller from a host computer HC without reconnection of a USB or the like. SOLUTION: This control program download device has: an external state setting part 5 preset with information about respective states or the like of a present first external device 2 and second external device 3; and an external state storage part 18 reading and storing the information about the respective states or the like of the present first external device 2 and second external device 3 set to the external state setting part 5. A CPU 14 generates data on initial configuration information required from the host computer HC according to the information stored in the external state storage part 18, downloads the control program from the host computer HC after response, and stores it in the program RAM 16.
