PROBLEM TO BE SOLVED: To provide a ticket issuing device wherein control contents of a conveyance device conveying a ticket is simple regardless whether the ticket is inverted or not. SOLUTION: An inversion changeover guide control mechanism 21 makes the ticket 1 in an inverted state by setting an inversion changeover guide 50 in an inversion state 50a, and makes the ticket 1 in a non-inverted state by setting the inversion changeover guide 50 in a non-inversion state 50b.
