PROBLEM TO BE SOLVED: To provide an image forming apparatus which can realize ample reduction in electrostatic charge sounds, and to provide an image forming method. SOLUTION: When a vibrating voltage, superposed with DC and AC, is applied to the surface of a latent image carrier 2, so as to electrostatically charge the surface of the latent image carrier 2, following conditions are satisfied: the phase difference between the vibration voltage, applied to an electrostatic charge section 4a and the vibration voltage applied to an electrostatic charge section 4b, the phase difference between the vibration voltage applied to the electrostatic charge section 4b and the vibration voltage applied to an electrostatic charge section 4c, and a phase difference between the vibration voltage applied to the electrostatic charge section 4c and the vibration voltage applied to the electrostatic charge section 4a are each regulated to be in the range of 26π/90 to 69π/180 radians. By doing so, the effect of sufficiently negating the vibrations with each other is acted, between the electrostatic charge sounds generated by the electrostatic charge section 4a, the electrostatic charge sounds generated by the electrostatic charge section 4b, and the electrostatic charge sounds generated by the electrostatic charge section 4c.
