PROBLEM TO BE SOLVED: To provide a heat developable photosensitive material having ultrahigh contrast and low fogging as a material for a scanner or an image setter for printing plate making, being stable to the change of developing temperature, and free of occurrence of image defects in such steps as printing and automatic transport of a PS plate, and to provide an image forming method with which the heat developable photosensitive material is processed with an automatic heat developing machine. SOLUTION: The heat developable photosensitive material has on a support an image forming layer comprising a non-photosensitive organic silver salt, a reducing agent, a photosensitive silver halide, a contrast enhancer and a binder and a non-photosensitive layer for protecting the image forming layer, wherein the contrast enhancer is a compound represented by formula (1) and adhesive strength between the image forming layer and the non-photosensitive layer after heat development is≥90 N/m.
