PROBLEM TO BE SOLVED: To transmit corrected content to a mobile station efficiently, without retransmitting the corrected content between a base station and the mobile station. SOLUTION: Program operation is changed in a radio communications system. The communication system comprises the mobile station which consists of a storage for storing a program, a control unit for executing the program, and a communication section having communication functions; and the base station which consists of a communication section for communicating with the mobile station, a storage for storing the correction information for correcting the program in advance, and an electric field measurement section for measuring the electric field strength of a receiving signal. In the method, the electric field strength of an incoming signal is measured by the electric field measuring section in the base station, when the base station receives the incoming signal from the mobile station, correction information is transmitted to the mobile station by the communication section in the base station, when the electric field strength of the measured incoming signal is at least a first threshold; and the program stored in the storage in the mobile station is changed, based on the correction information received from the communication section in the mobile station, by the control section.
