PROBLEM TO BE SOLVED: To burn mixture fuel of the fuel of high chlorine content including chlorine of 0.5 wt% of more and the fuel of high sulfur content without trouble with low pollution. SOLUTION: The premixed combustion of the fuel of high chlorine content such as waste plastic and RPF (refuse paper & plastics) and the fuel of high sulfur content such as coal and waste tire is implemented by a fluidized bed boiler where a combustion gas (e) discharged from a furnace 2 is guided to a cyclone 7 to be separated into the combustion gas (e) and impurities, then the combustion gas from which the impurities are removed by the cyclone, is introduced to a convection heat transfer portion 5, and heat energy of the combustion gas is recovered by the convection heat transfer portion. Minimum necessary limestone (j) is supplied to the furnace 2 so that its mol ratio to sulfer in the fuel of high chlorine content and the fuel of high sulfur content becomes 1.0-3.0, and a slaked lime (k) is supplied to the convection heat transfer portion of a temperature lower than the furnace.
