PROBLEM TO BE SOLVED: To provide a communication method among terminals in an integrated information communications system, which ensures communication security and reliability, without hardly revising the private address system by ensuring a communication speed, communication quality, communication fault countermeasures or the like, in a unified way, without using a lease line or the Internet. SOLUTION: In the communication method between the terminals in the integrated information communications system, two or more logical terminals are provided; the logical terminals are connected to the terminals; a call termination side logical terminal which is a transmission destination is decided, on the basis of call termination side logical terminal identification information included in a received internal packet; an IP packet is formed on the basis of the internal packet; and the formed IP packet is transmitted from the determined call termination side logical terminal to the call termination side terminal.
