The tool has a flat housing (1) assembled of two shells and accommodating a rotating fan. A drill or router bit (3) exceeds from the center of the housing (1) and is encapsulated within a corrugated rubber sleeve (6). When the sleeve (6) is pressed against the windscreen or a side window of a vehicle during a rescue operation the drive of the drill is activated as well as a drive of a suction mechanism moving the dust created during the action towards a receptacle (8).
