<p><P>PROBLEM TO BE SOLVED: To provide a webbing winding device capable of securing excellent drawing performance of a webbing and preventing or suppressing deterioration of appearance of a cabin by natural drawing of the webbing in a stored state due to traveling vibration of a vehicle. <P>SOLUTION: In this winding device, winding energizing force of a spring imparted to a winding shaft can be increased or decreased by rotating a spring holding box in a normal/reverse direction by driving a motor. The excellent drawing performance of the webbing therefore can be secured, if the winding energizing force of the spring is made into a reduced state before an occupant gets on, for instance. When the webbing is drawn by a means except the occupant (traveling vibration, etc. of the vehicle, for instance) in a webbing non-fitting state of the occupant (an OFF state of a buckle switch), an output shaft of the motor is rotated by a control means to make the winding energizing force of the spring imparted to the winding shaft into an increased state.
