PROBLEM TO BE SOLVED: To inhibit functions of a camera from being used from the supervisor side of a photography prohibited area even when a mobile phone is powered OFF when a user carries the mobile phone with a camera and enters the photography prohibited area. SOLUTION: A contactless IC card system read portion 19 supplies electric power by electromagnetic induction to allow the mobile phone 1 to receive a photography prohibition signal and also transmits the photography prohibition signal, and the mobile phone 1 is supplied with the electric power from the contactless IC card system read portion 19 and receives the photography prohibition signal independently of the on/off state of the electric power, so prohibition of photographing functions of the mobile phone 1 is set by not the user, but the supervisor of the photography prohibited area. Consequently, an image of a thing corresponding to a secret item is securely prevented from leaking and the sense of security of the supervisor side is improved. In addition, the user of the mobile phone 1 can use the mobile phone 1 in the photography prohibited area not for photography to make a telephone call, communicate, etc., without being suspected by the supervisor side.
