PROBLEM TO BE SOLVED: To provide a fluorescent lamp in which a phosphor layer is hard to be peeled off while suppressing reduction of brightness. SOLUTION: In the fluorescent lamp having a glass bulb 16 and the phosphor layer 22 formed on an inner face side of the glass bulb 16, the phosphor layer 22 is constituted of a plurality of phosphor particles 24 and a binder 26 which is one to surround and couple the phosphor particles 24 with each other, and in which yttrium oxide and an alkaline earth metal borate are the components. In the case where a total weight ratio of yttrium oxide to the total weight 100 of the fluorescent particles 24 is A and the total weight ratio of the alkaline earth group metal borate is B, A and B are adjusted within a range of 0.1≤A≤0.6 and 0.4≤(A+B)≤0.7.
