SOLUTION: The information recording medium has a plurality of recording layers (L0 layer, and L1 layer) for recording information, wherein at least one of the plurality of recording layers (L0 layer and L1 layer) has a management information area for recording recording speed management information defining a highest recordable speed when information is recorded.
