PROBLEM TO BE SOLVED: To provide an intrusion preventing device with a safety device safe and low in cost with fine appearance with a chain not interfering with in-and-out of vehicles in the open state of the chain while preventing simultaneous rotation of a chain winding handle in an unauthorized parking and intrusion preventing device regulating in-and-out by stretching and opening the chain in a doorway of a parking garage, a public facility, or the like. SOLUTION: The intrusion preventing device with the safety device is constituted to allow the chain to be manually wound in the doorway of the parking garage, the public facility, or the like, and erectly provided with a main pole and a sub-pole having the safety device prevented from the simultaneous rotation of a handle part even in the open state of the chain. The tip of the chain is fixedly provided at the tip part of an arm of the sub-pole, and the chain is inserted through an outer peripheral part of a chain winding wheel inside the tip of the main pole, and wound and stored in the main pole.
