A method for realizing the high layer signaling transmission in the IEEE 802.16 system includes that the transmission terminal sets the identification for the high layer signaling to be transmitted and transmits it to the receiving terminal. The method of the present invention can complete the high layer signaling transmission between the terminal and the base station in the IEEE 802.16 system, thereby realizing the high layer signaling transmission between the terminal and the core network, the access of the terminal to the core network and the operation and the management from the core network to the terminal.
