<p><P>PROBLEM TO BE SOLVED: To deliver a packet to a communication terminal on a personal area network by using two or more communication links and transfer the packet to the communication terminal on the personal area network by using a communication link in accordance with application. <P>SOLUTION: The packet delivery system includes: a communication terminal 1 connected to a mobile network 200 through at least one link 300; a PAN registration unit 2 for holding a communication link identification address 94 in accordance with the communication terminal 1 on the PAN 100; and a PAN management unit 3 for carrying out management by applying a PAN identification address 91 to the PAN registration unit 2.
