<p><P>PROBLEM TO BE SOLVED: To provide a method and apparatus for enabling a user device to establish and maintain a persistent connection with a network so that the user can access network services over network technologies regardless of a management boundary. <P>SOLUTION: The invention comprises a method and apparatus for establishing a persistent connection with a user device and a service gateway.
