PROBLEM TO BE SOLVED: To provide a vehicle detecting system having improved detecting accuracy without requiring accurate ajusting of a sensor mounting angle. SOLUTION: The vehicle detecting system 1 is provided for detecting a vehicle 200 passing through a monitoring range 10 on a road 100. It comprises a sensor 2 for sensing an infrared ray emitted by a detected object and a vehicle existence or not determining part using input level values obtained by the sensor 2 for determining the existence or not of the vehicle. As the sensor 2, a plurality of thermopile elements are used. In the monitoring range 100, a plurality of sensing areas 11 are formed on the basis of the elements. The vehicle existence or not determining part uses a value out of the input level values, based on the amount of the infrared ray emitted by another object than the vehicle, as a background level. A value based on a difference between the input level value and the background level is comparison value. The comparison value is compared with a threshold value for every sensing area 11 and the existence or not of the vehicle is determined depending on the number of the sensing areas where the comparison value is the threshold value or greater.
