PROBLEM TO BE SOLVED: To provide a tracking device and a tracking method capable of tracking an object without being affected by disturbance such as an obstacle. SOLUTION: The tracking device 100 is for tracking an object whose image is picked up, by subjecting an image of the object picked up by a CCD camera 47 to template matching. The tracking device 100 includes a process regulating part 108 that, if the difference between a measurement correlation coefficient calculated by a correlation coefficient comparison part 105 and a reference correlation coefficient is equal to or greater than a predetermined regulation value, regulates a correlation coefficient updating process implemented by a correlation coefficient updating part 106, a template updating process implemented by a template updating part 110, and an object positioning process implemented by a position calculating part 104.
