A counterbalance (30) for use in a motor vehicle that is connected to a tailgate (22) to at least partially control the movement of the tailgate. The counterbalance is made of a spring (90)that counters the load applied to the tailgate, a flexible material strap (110) that provides a stop for the counterbalance, a protective housing (40) that covers the spring and the flexible material strap. The counterbalance has a fully extended length that is greater than twice the length of the counterbalance when non-extended.
