PROBLEM TO BE SOLVED: To appropriately embed information to a document image and to extract embedded information.

SOLUTION: This information embedding device for embedding information in a document image has: an image analyzing means for extracting a character line and intercharacter space from the document image; a first intercharacter space length changing means for changing an intercharacter space length in accordance with information to be assigned to the intercharacter space for each intercharacter space extracted by the image analyzing means; a determining means for determining whether the change of the length of the character line in which the intercharacter space length changing means has changed the intercharacter space length satisfies a prescribed reference; and a second intercharacter space length changing means for changing the intercharacter space length in the direction of making the variation small when the determining means determines the variation does not satisfy the prescribed reference.
