PROBLEM TO BE SOLVED: To make viewing control regardless of a pay broadcast contract type.

SOLUTION: An encrypted contract key corresponding to a prescribed program is supplied from a broadcast providing side to a receiver terminal while containing individual information and in the receiver terminal, the contract key is decoded by a first decoder 23 using an individual key inherent for the receiver terminal. When prescribed operation is performed on the receiver terminal, in a second decoder 22, a scramble key in program information added to the program is decoded using the decoded contract key, and supplied to a descrambler 21 and in the descrambler 21, the program is descrambled. Furthermore, the broadcast providing side is notified of having viewed the program.
