PROBLEM TO BE SOLVED: To perform variable speed photography in order to turn a frame frequency into an integer without changing the number of horizontal lines or clock frequency. SOLUTION: A video camera 1 is provided with a synchronizing signal generating part 13 for generating a vertical and horizontal synchronizing signal by a synchronization generation pattern corresponding to a frame frequency F<SB>R</SB>set so as to be ranging from 1 Hz to 30 Hz by every 1 Hz. The synchronization generation pattern is repeated with one second as one cycle, and a pattern for generating the vertical synchronizing signal by the F<SB>R</SB>times in one cycle, and for generating the horizontal synchronizing signal by N<SB>V</SB>times in each frame is set. In the synchronization generation pattern, the generation timing of the vertical synchronizing signal is set so that the fluctuation of the number of clocks of each frame can be set so as to be m clocks or less, and the timing of the horizontal synchronizing signal is set for each horizontal line so that the number of clocks of each horizontal line can be set so as to be at least the effective screen section of the horizontal direction or more, and that the total number of clocks in one cycle can be set so as to be (f<SB>CLK</SB>).
