PROBLEM TO BE SOLVED: To provide an oil pan device and a lubricating device capable of further properly treating oil recirculating from a lubricating object mechanism. SOLUTION: An oil collecting plate 32c is arranged so as to cover an upper part of an oil storage part 32a in an oil pan separator 32. A through-hole 32d is formed in a bottom part of the oil collecting plate 32c, and an oil guiding pipe 32e is connected to a lower part of the through-hole 32d. The lower end 32e1 of the oil guiding pipe 32e is positioned in the vicinity of an oil strainer 41. Thus, the lubricating action is performed by a lubricating object member, and heat-absorbed high temperature return oil is collected by the oil collecting plate 32c, and flows in the oil guiding pipe 32e from the through-hole 32d formed in the bottom part of the oil collecting plate 32c, and flows down on an inclined face formed of an inside surface of the oil guiding pipe 32e, and is supplied to the vicinity of a suction port 41a of the oil strainer 41 by flowing out of the lower end 32e1.
