Provided is a system for estimating the geographical distribution of user throughputs in a cellular system including a user terminal and a base station for performing wireless packet communications between the user terminal and a user terminal in its own cell by utilizing a common channel. Reception quality estimating means (11) estimates the reception quality of the common channel at the position of the user terminal in the cell. Traffic information reading means (12) reads traffic information within the estimation object range which has been estimated on the reception quality. User throughput estimating means (13) inputs the reception quality of a common channel at the position of the user terminal in the cell and the traffic information within the estimation object range, and estimates the user throughput at the position of the user terminal in the cell by using a user throughput calculation function for calculating the user throughput.
