PROBLEM TO BE SOLVED: To provide an inexpensive and reliable resin sealing-type engine controller. SOLUTION: A coil 7, an electrolytic capacitor 8, a micro processor 9, electronic components 11 and 15, and a connector terminal 12 are mounted on a substrate 5. The inner part of a cover 6 fixed on the substrate 5 forms a resin non-filling region 12. The coil 7, the electrolytic capacitor 8, and the micro processor 9 both not desirable to be resin-sealed, are mounted on the resin non-filling region 12.
