PROBLEM TO BE SOLVED: To set up the necessary number of base stations even when the number of frequencies allocated is small. SOLUTION: Base stations 1 to 3 respectively send radio signals of the same frequency f1 and mobile stations 7, 8 respectively send radio signals of a frequency f2. Areas 4 to 6 are service areas for respective base stations 1 to 3. At the time of no communication, each base station narrows the directivity of a transmission antenna, and while rotating, sends information indicating an idle channel (no communication). When the mobile station 7 existing in the service area 4 performs communication, a line control apparatus 9 judges communication quality between each base station and the mobile station 7, which is sent from the base station to the line control apparatus 9, sends a command to the base station 1 to be communicated to turn the transmission antenna to non-directivity and allow the base station 1 to communicate with the mobile station 7. Each of the other base stations rotates the direction of the transmission antenna so as not to be overlapped to the service area 4 and sends an upward busy signal so as to prevent the generation of a trouble in communication between the base station 1 and the mobile station 7.
