PROBLEM TO BE SOLVED: To manufacture a thin-film magnetic head having a short magnetic path and excellent recording characteristics. SOLUTION: The thin-film magnetic head is provided with lower and upper magnetic pole layers 10 and 24, a recording gap layer 22, and thin-film coils 13 and 18. The lower magnetic pole layer 10 has a first layer 10a arranged in a position to face the thin-film coils 13 and 18, and second and third layers 10b and 10d arranged in positions closer to an air bearing surface 30 than the thin-film coils 13 and 18. According to the method for manufacturing the thin-film magnetic head, the thin-film coil 13 and the second layer 10d are formed in this order on a magnetic layer having a flat upper surface as a whole and becoming the first layer 10a.
