O/W EMULSION COMPOSITION

Disclosed is an O/W emulsion composition which is safe and not very irritating when it is applied to the skin. The O/W emulsion composition can be stored stably for a long time and provides an excellent feeling of use. Specifically disclosed is an O/W emulsion composition wherein a specific oil component is added to a partially saponified polyvinyl alcohol having a saponification degree of 70-96 mol% and a carboxyvinyl polymer in an amount of not more than 40 wt% relative to the total amount of the composition, while being adjusted to have a pH of 3.5-8.5. This O/W emulsion composition can be used in common forms such as cream, lotion, ointment, gel and spray.
