PROBLEM TO BE SOLVED: To perform appropriate special image reproduction and normal reproduction when recording and reproducing a video signal at a variable rate by high-efficiency encoding. SOLUTION: In recording, an I picture is divided into a low frequency region and a high frequency region, basic data among divided I picture data are rearranged in the unit of each area to constitute a bit stream of video data wherein an area to come to the center on a screen is arranged in the head, data are rearranged and outputted in the unit of each area according to header information arranged in the leading portion of a packet at the time of normal reproduction, from a medium whereon the packet is constituted and recorded by arranging divided area, data division or picture address information in the head of the bit stream of the video data as the header information, the divided data are rearranged and at the time of special reproduction, only the I picture data that can be read out from the head of the packet within a fixed time, are outputted, thereby performing the special reproduction.
