PROBLEM TO BE SOLVED: To provide a belt heating method in which a belt member can be heated within a prescribed temperature range simply by passing of the belt member through a heating region, a fixing device, and an image forming apparatus. SOLUTION: A first temperature sensor 67 is arranged on the front side in the belt moving direction of a back surface heating roller 63 to detect the back surface temperature of the fixing belt 62 just before reaching the back surface heating roller 63. A controller within the image forming apparatus regulates the calorific value of a halogen lamp 63b by on/off control of a back surface heating power source from the difference between the value of a digital temperature signal sent from the first temperature sensor 67 and a first temperature target value.
