PROBLEM TO BE SOLVED: To provide a charging device capable of cleaning a charging roller for a long time by a simple configuration and to provide a process cartridge and an image forming apparatus. SOLUTION: The charging device 2 includes a rotary charging roller 3 disposed opposite a photoreceptor drum 1, using an elastic member forming at least its surface, and a cleaning roller 7 for cleaning the surface of the charging roller 3 in contact with it. In the charging device 2, the cleaning roller 7 is formed from a melamine resin foam body and set so as to rotate following the charging roller 3 in contact with it.
