PROBLEM TO BE SOLVED: To form a cylinder main body in a shape having the same cross sectional shape in an axial direction by not providing an air port of a rotary actuator on one part of a cylinder main body outer surface like conventional one. SOLUTION: In the rotary actuator having an output shaft connected to a piston reciprocating in a cylinder, driving and rotating the output shaft by converting reciprocating motion of the piston to rotary motion, and driving a valve rod of the rotary valve connected to the output shaft, a cylinder is composed of the cylinder main body having a cylinder formed in a cylinder shape having an equal cross section in an axial direction and having both ends in axial direction opened, and a side cover blocking open end parts of the cylinder main body, an open side and a close side air passages passing through the cylinder main body in the axial direction is formed in the cylinder main body and an open side and a close side air passages communicating to the air passage is provided on the side cover.
