PROBLEM TO BE SOLVED: To provide a paper feeder easy to mount/demount on/from a gathering machine casing, having simpler construction than that of conventional one, capable of aligning the front end of fed paper without using an electromagnetic clutch or an electromagnetic brake, and to provide a gathering machine mounted therewith. SOLUTION: The paper feeder comprises a feed roller 1, a motor for rotating it, rotation detecting means 23, 24 for detecting the rotation of the feed roller, paper detecting sensors 28a, 28b provided at the downstream position of the feed roller, and a control means. The control means starts the rotation of the motor in accordance with a feeding start signal and cuts off a power supply for the motor when the paper reaches the paper detecting sensors. It calculates the amount of rotation during a time from receiving a detection signal to stopping the feed roller 1 in accordance with signals from the rotation detecting means and restarts the motor for all paper feeders after a time corresponding to the amount of rotation have passed from the point when the same certain time t have passed, in accordance with the feeding start signal.
